Guidelines for calling on behalf of the Liberal Party of Canada, its candidates and riding associations

This page is based directly on the CRTC’s “Key facts on the telemarketing rules for political candidates, parties and organizations” with explanations and examples from the Liberal Party of Canada’s Campaign Technologies Team. LPC additions are in italics.

Summary for callers and phone bank organizers:

  • Calls can only be made from 9:00 a.m. to 9:30 p.m. on weekdays (Monday to Friday) and 10:00 a.m. to 6:00 p.m. on weekends (Saturday and Sunday).
  • The people you’re calling need to know who you are and how they can reach you.

    • At the beginning of the call, you have to provide your name, the name of your candidate or riding association, and the reason for your call. For example, you might say something like “Hi, may I speak to [Their Name]? Hi [Their Name], my name is Nadya and I’m calling on behalf of the Halton Federal Liberal Riding Association. I’m calling in regards to your Liberal membership which expired in December.”
    • You have to be able to give people an easy way to provide feedback on the call or to learn more about the project.
      • At any point during the call, you need to be able and willing to provide a local or toll-free number that the person you are calling can use to contact your campaign team or riding association.
        • The number has to be a free call.
        • The number, has to lead to either someone from your campaign (during elections) or someone from your riding association executive who can answer questions about the call, can take feedback about the call, and can double-check that the Do Not Call flag was applied in Liberalist.
      • At any point during the call, you also need to be able and willing to provide the name and physical address at which the candidate or riding association can be reached.
    • You cannot block your phone number on the caller ID. Your Caller ID needs to show your number or a number at which you can be reached (eg. the Campaign Office main number).
  • Sequential dialing is prohibited.
  • All reasonable efforts should be made to ensure that calls are not made to emergency lines or healthcare facilities.
  • Internal DNCL – A constituent’s request to have their name and phone number added to the internal do not call list of a party or candidate, or those making calls on their behalf, must be honoured at the time of the call.  Callers must update their internal do not call list within 31 days.

This fact sheet clarifies the application of the CRTC’s Unsolicited Telecommunications Rules during an election campaign to minimize confusion and complaints. The Rules include the National Do Not Call List (DNCL) Rules, the Telemarketing Rules, and the Automatic Dialing-Announcing Device (ADAD) Rules.

Exempt activities:

  • Phone calls to solicit money or money’s worth (e.g., financial support or volunteer work) by political parties and candidates, as well as anyone making calls on their behalf, are exempt from the National DNCL Rules.

Rules that still apply:

Certain Telemarketing Rules continue to apply. Below is a summary that highlights the most relevant rules:

  • Curfew – Calls can only be made from 9:00 a.m. to 9:30 p.m. on weekdays (Monday to Friday) and 10:00 a.m. to 6:00 p.m. on weekends (Saturday and Sunday).
  • Proper disclosure from the caller
  • At the beginning of the call, the name of the individual making the call, the name of the organization and the purpose of the call must be provided.
  • A local or toll-free number must be provided upon request. The number, when called, must provide access to the candidate or political party for the purpose of asking questions, making comments about the phone call, or making or verifying a do not call request. Similarly, upon request, the name and address of the candidate or political party must also be provided.
  • The caller must display the originating phone number or an alternate number where the caller can be reached.
  • Sequential dialing is prohibited.
  • All reasonable efforts should be made to ensure that calls are not made to emergency lines or healthcare facilities.
  • Internal DNCL – A constituent’s request to have their name and phone number added to the internal do not call list of a party or candidate, or those making calls on their behalf, must be honoured at the time of the call.  Callers must update their internal do not call list within 31 days.

Pre-recorded messages (also known as ADAD calls):

All rules above also apply to ADAD calls. However please note the additional rules:

  • ADAD calls are prohibited for the purpose of soliciting money or money`s worth unless the caller has received prior written express consent from the called party to be contacted in this manner.
  • ADAD calls are permitted if they only provide information about a candidate’s platform or ask a constituent to vote in an election or for a specific candidate. However, in these cases, the ADAD call must not include a request for a contribution, either for money or money’s worth.
