New sections of the Liberalist user guide

Based on feedback from our Liberalist community, we have added new sections to our user guide. These step-by-step documents include screen shots to help guide you —  Using the Virtual Phone Bank, Creating a Virtual Phone Bank list and Administering the Virtual Phone Bank .
